Torres did not make the matchday squad for Spain's last qualifier against Liechtenstein and his place is under threat from in-form Valencia striker Roberto Soldado, who has scored six goals already this season.
Call-up: Fernando Torres takes on Jordi Alba of Valencia
Spain Squad
Goalkeepers: Iker Casillas, Victor Valdes, Pepe Reina
Defenders: Alvaro Arbeloa, Sergio Ramos, Raul Albiol, Gerard Pique, Carles Puyol, Jordi Alba
Midfielders: Xabi Alonso, Cesc Fabregas, Sergio Busquets, Santi Cazorla, Thiago Alcantara, Xavi, Javi Martinez, David Silva
Forwards: David Villa, Pedro, Fernando Torres, Fernando Llorente, Alvaro Negredo, Juan Mata.
But Torres has been retained in Del Bosque's 23-man squad - which also includes English-based stars Pepe Reina, Juan Mata and David Silva - as Soldado misses out.
Barcelona captain Carles Puyol returns to the squad after injury. The 33-year-old defender hasn't played for the national team since a 4-0 friendly loss to Portugal on November 17 last year.
The only uncapped player in the squad is Valencia left-back Jordi Alba.
Spain, who have already qualified for Euro 2012, play in the Czech Republic on October 7 and host Scotland on October 12.
