Santos have been trying to secure Ganso on a long-term deal for some time but the 22-year-old playmaker has been linked with Chelsea, Manchester City, Lyon and Milan rivals AC and Inter.
Chelsea turned their attention to Ganso after missing out on his international and club team-mate Neymar.

The young forward is staying with Santos at least until after the 2012 Copa Libertadores.
He is then expected to join Real Madrid although talk of a pre-contract agreement has been dismissed by Neymar's representatives.
Ganso is set to return to the Santos side this weekend following an injury lay-off and is determined to see out the campaign before weighing up his next move.
The one they all want: Neymar has been linked with the world's biggest clubs
He said: 'We will have to wait for the Club World Cup (in Japan from December 8-18) to finish to sit down and talk again about this.
'We cannot rush things at this point. I know that 2012 will be an important year for Santos, but I want to wait before making any type of decision.'
