"If we don't set our sights on doing that at the start of the season then there's something wrong.
"It will be hard as the top three last year are very strong, but we beat them a lot when we play against them and that says a lot.
"What we're not doing is beating other teams regularly enough. If we find that ingredient, then why can't we win the league?"
Lampard insists that Chelsea's settled squad is a vital ingredient to Premiership success.
The 24-year-old signed from West Ham for £11m last summer and said: "You can maybe forgive us last season with the new signings but we've had a year together and should go even better".
"So we want to win the League and if we don't do that, then we want to get in the Champions League".
