Blues owner Roman Abramovich is understood to be preparing a package to bring the Dutchman back to Stamford Bridge, where he spent four months in charge in 2009.
But Hiddink, 64, is tied down to one more year as Turkey's national coach and the Turkish Football Federation have warned the Barclays Premier League club that they will alert the world's governing body if they attempt to tap-up their man.
Trouble ahead: Turkish Football Federation president Mahmut Ozgener (R) has warned he will report Chelsea if they make an illegal approach for head coach Guus Hiddink
???HAVE YOUR SAY...??What changes are needed at Chelsea this summer?Guus Hiddink faces a huge rebuilding job at Stamford Bridge as the Dutchman prepares to return to the Chelsea hotseat. After a trophyless campaign, what changes are needed to transform the Blues into a major force in Europe and the Premier League next season?TELL US WHAT YOU THINK'Chelsea has a past record for signing players who are under contract,' said TFF president Mahmut Ozgener.
'If the same thing happens, we will make a file of the payments we made to Hiddink and we will go to FIFA,' added Ozgener, speaking to Turkish newspaper Hurriyet.
Hiddink has an escape clause in his contract - believed to be ?3.5million - which has increased Chelsea's interest in rehiring their former FA Cup winning boss to replace Carlo Ancelotti in the Stamford Bridge hotseat.
But Ozgener's strong stance comes as a complete contrast to the notion expressed last week by one senior TFF source who admitted they were resigned to losing Hiddink.
They told the BBC: 'Chelsea is too good an offer to turn down and the Federation understands this. Hiddink feels he still has a job to do there. He wants to work every day and win championships and maybe the Champions League.
'We understand that he has coached his last Turkey game as long as Chelsea pay the compensation.'
YetOzgener, furious having received mixed messages from the Dutchman over his uncertain future, blasted:'You cannot come to Turkey and then leave when you want.
Mixed messages: Ozgener is unhappy that Hiddink told the players a different story than what he told him with regards to his future
'After the Belgium game [last Friday] I went to the dressing room and asked Hiddink what he will do.'
'He replied, "I will go to Turkey's B team match and then go to South Korea for a charity match." But after that I learnt he said different things to the players.?
'He should have told me what he told the players.'
Up for the job: Former FA Cup winning Chelsea boss Hiddink has expressed a desire to return to day-today management
Hiddinkhas expressed a desire to return to day-to-day management and would relish a return to London where he was particularly popular with the Chelsea dressing room.
The Blues would have no problem paying the required compensation fee to free the one-time Australia and South Korea coach from his Turkey contract and they have already lined up talks to make ?20m Anderlecht striker Romelu Lukaku their first major summer signing this weekend.
